Security Management Programs
  • A Security Management Program is an ongoing process to ensure that clients security threats and associated risks are identified and managed with appropriate mitigation and response procedures. At Lions Gate we consider a security management program, a necessary and priority investment, to be included as part of the risk management framework used by an organization. It should be monitored in an ongoing process, on an ongoing basis.

There are misunderstandings regarding the distinction between security management plans and programs; it might seem like a transferable terminology, but it is not. There are many references to security management plans when in actual fact the requirement in almost all circumstances is for a security management program. Plans are documented and sit on the shelf – only to be looked at in an emergency situation. Programs, on the other hand, are viewed regularly. They are always being practiced and tested. Plans are based on theory; Programs are based on results. Plans are dormant; Programs are active. Plans become obsolete; Programs evolve. Plans also have value and support programs. The plan is the objective and the vision, whereas the program is the content and steps taken to reach the goal. Program approaches we have in our locker include:

  • The Harnser PRISM Methodology
  • Canadian Standards CAN/CSA Z 246.1. Methodology
  • Lions Gate Organizational Security Risk Management Program
  • Transport Canada Marine Facility Security Plan

    • Reduce the burden of security management by supporting your security needs dynamically, as needed, and in real time; or

The Security Lead on Organizational Security Risk Management will:

  • Identify the goals and objectives set by the C-Suite for an organization.
  • Identify the assets that must be protected to achieve those goals and objectives. Stakeholder engagement and Identifying security risk appetites and security risk awareness in key senior positions is a core part of this. At Lions Gate we use a favourability familiarity matrix to prioritize and have designed surveys to secure the required risk appetite and awareness information.
  • Establish the risks, threats, or adversaries, that could compromise those assets; and
  • Identify appropriate risk mitigation strategies to reduce those risks, threats, or adversaries and their impacts on core business goals and objectives.

Continuous improvement in an upward performance spiral is achieved through exercise and testing, incident postmortem reviews and incident response effectiveness assessments. Corrective or amending action, where necessary, needs to result and again C-Suite decision makers guided by the security lead, will determine the way forward.

The following diagram illustrates the 360 degree ‘Lions Gate Organizational Security Risk Management Program’ continuum.

 Security Risk Assessments
  • The Lions Gate Security Risk Management Team can apply fixed and / or hybrid risk assessment methodologies to meet the specific requirements of any client in any industry. In our experience the complexity of some risk assessment methods means recommendations are over complicated and matrices prescriptive, resulting in them not being properly integrated into the organization management decision-making process. We overcome this by working with the client to deliver assessment products with recommendations that are, easily interpreted, justified, prioritized, focused, and being relevant, actionable.

Security Risk Assessments

Assessment Methodologies we have in our locker include:

Program, Policy, Protocol & Procedure, Development
  • We work with our clients to develop security programs, focus on appropriate security policies detailing the overall intentions and directions of the organization and then through protocols define more specific requirements, then in procedure show those requirements are delivered by end users, with specific line by line instructions. We leave no ambiguity and provide absolute clarity for our clients as they detail ‘what they want done’, ‘how they want it done’, and ‘who they want to do it’.In our program development we also pay attention to processes i.e., activities, tasks, decision points, and resources.

Crime Prevention Through Environmental Design
  • Lions Gate has qualified CPTED specialists on their team (Mike McCafferty, and Mike Franklin) who can provide clients with well grounded CPTED guidance and direction, for both existing build and new build projects. CPTED in its first iteration dealt with physical/architectural environments. In its second iteration it incorporated neighbourhood-based social environments, and, in its third iteration, cultural and psychological environments. These are all positive developments building on the original foundation. Lions Gate offers a full spectrum CPTED approach that addresses both crime and criminality. Only by viewing through the broader crime reduction lens, can the required and sustainable safer community outcome be achieved.

CPTED is applied most efficaciously at the planning stage when it can influence new build development projects before the digger hits the dirt. CPTED also has the potential to significantly reduce risk for existing facilities experiencing crime and nuisance. Applied in this context it is largely external physical design adjustments, enhanced maintenance and management, and psychological influencing, to better deter offending, and to enhance legitimate activity and ownership. The Signals Crime Perspective expands on this. We include a CPTED summary in all our existing build Security Risk Assessments but can also provide a more in depth independent CPTED Assessment.

There are different skill requirements for new build CPTED assessors and existing build CPTED Assessors. Security consultants with the right skill sets and qualifications can deliver to both. CPTED requires an understanding of offender behaviours, and how offenders interact with the built environment. Correctly applied CPTED also requires identification of and analysis of risks, threats, and adversaries, otherwise assessment recommendations are going to misaligned and risk disproportionate. Case studies and published CPTED research provide guidance are helpful, but are not enough. New build CPTED guidance from security professionals is designed to steer design professionals to the build of sustainably safer communities by injecting the risk and offender behaviour components. This brings a security professional to the planning table, who understands and reads plans and design, speaks design language, and who can draw on distinct knowledge, skills, and abilities, all essential to a sustainable safer community outcome.

There is no one size CPTED approach fits all. CPTED needs to be locality specific, facility type specific, and addressing resident, transient and insider threats, and how each can be influenced and deflected in the target environment.

For existing build projects, we look at natural access control which is a strategy used to inhibit access to a location that is not under natural surveillance, and which should create a perception of risk to offenders. We look at natural surveillance which is a design concept that is directed primarily at keeping intruders under observation through the normal and routine use of the environment. We look to enhance the exercising of territoriality by making space more defensible, more clearly defined. This is a method of claiming and establishing ownership of one’s own property. This is accomplished by defining changes from public space to semi-private to private space. We focus on maintenance and management which is the regular care and upkeep of your property. A consistent maintenance plan shows pride of ownership and is necessary for CPTED to be effective at your property.

For new build projects and developments, we can review outline plans, or schematic plans and by applying the same principles mentioned above we can identify design which might foster crime and nuisance, and we can also steer design professionals toward community safety enhancements on plans to make communities sustainably safer, more secure, and more likely to succeed economically, socially, and environmentally. The Lions Gate Community Safety Assessment Program CSAP expands this facility and development CPTED approach, to encompass a neighbourhood or community and multiple owners. CPTED and CSAP overlap and may be applied separately or intertwined dependent on client need.

Lions Gate Security and Awareness Training
  • Lions Gate has numerous on the shelf training inputs which can be tailored to meet specific client needs. We are also highly experienced in designing and developing training inputs so able to develop bespoke training inputs in any security subject area. Mike McCafferty and Mike Franklin are both accredited qualified trainers with extensive portfolios on both sides of the Atlantic. Training packages incorporate legislative and regulatory compliance content to focus on safety in security and to minimize risk of exposure to litigation. There are no security risk management areas that do not have a training and awareness component to them, and it is essential that all staff and particularly dedicated security staff are equipped with the knowledge that allows them to deliver on their terms of reference. Quality training needs to be aligned with company security programs, policies, protocols, procedures and processes, essentially the manuals for guidance. Through considered training and awareness raising, all staff, not just security staff, will learn what their organization requires, why they require it, how they want the requirements met, and how they individually fit coherently into the security operation within an organizational management model. We include a menu of training inputs we have developed and delivered to give you a flavour of the breadth and depth.

Security Operations Resource Workplace Optimization
  • Workforce optimization and security optimization are two different concepts, but they are closely related and can impact each other in various ways. Workforce optimization is the process of maximizing the efficiency and productivity of an organizations workforce while minimizing costs. This includes tasks such as scheduling, training, and performance management. Security optimization, on the other hand, involves implementing measures to protect an organization’s physical and digital assets, including data, equipment, and personnel. Here at Lions Gate, we are often confronted by client security operations that are not balanced or designed for optimal efficiency, and to the detriment of effective security and safety outcomes. Using established models, we can work with clients to establish a best fit which combines proprietary security with contracted security and then third part security expertise. Moreover, we can design this based on capacity, personnel, budget, and the right balance of human touch and technology.
Security Operations Plans
  • The Lions Gate Risk Management Group has industry leading security professionals that have planned some of the largest security events in Canadian History. The Lions Gate Risk Management Group assesses the nature of a proposed event and determine the need to incorporate special contingency plans in response to potentially dangerous situations that will interfere with your event. The pre-planning phase of event management is about gathering information and intelligence on the event and the venue. During pre-planning, we conduct a proper risk, vulnerability, and threat analysis, remembering that each event is unique and requires its own assessment.

Norman Inkster OC Strategic Advisor and Senior Consultant

Norman David Inkster OC joined the Royal Canadian Mounted Police in 1957, beginning his career in Regina but later moving throughout Canada. He served as 18th Commissioner of the Royal Canadian Mounted Police, from September 1, 1987, to June 24, 1994. During his service Norman Inkster was instrumental in bringing about diversification and a wide range of reforms in the RCMP that enabled it to better represent the people it serves. Commissioner Inkster faced the unionization debate, established an external review committee to address public complaints, improved media relations, expanded international police duties with peacekeeping and adopted community policing as a service delivery model.

He is perhaps best known for wanting to ‘change the face’ of the Force by campaigning to make the RCMP a career option for all Canadians no matter their race, gender, or ethnic background, helping to establish advisory committees for local communities, and allowing members of the Force to be exempted from wearing any item of the uniform on the basis of their religious beliefs. On June 2, 1991 Inkster was presented with a Corps Ensign by the Governor General. This was the first ensign granted to the Force. His leadership and abilities were recognized by his election as the first Canadian President of Interpol in 1992, but it is his vision that has made our country’s national police service one of the most egalitarian in the world.

Norman was educated at the University of New Brunswick and was awarded a Bachelor of Arts degree in Honours Sociology. He received the Sandra Budovitch Memorial prize for the highest standing in his class. During his studies he was continuously employed in the Human Resources department of the RCMP
From 1994 to 2003 he was a partner with KPMG in Toronto, the latter part of which he was global managing partner of the forensic practice. In 1995 he was made an Officer of the Order of Canada. In 2003 he retired from KPMG and started Inkster Group. He was the President of the Inkster Group, which provides various security and policing services to a list of international clients, including the Province of Ontario. In 2006 Inkster Group was acquired by Navigant Consulting where Inkster served as a managing director. In 2007, Inkster became an independent consultant.

Inkster was awarded the Queen’s Silver Jubilee Medal, the RCMP Long Service Medal, and was made a member of the Order of St. John and the Order of Canada. He retired on June 24, 1994. In 2011 he was awarded the Gusi Peace Prize.
