Patrick is an accomplished Enterpriser and business owner with particular strength in M&A strategic vision/ planning. Patrick was previously a partner in a consulting firm with a focus on First Nation and Inuit engagement and business development. He worked closely with First Nations, large industries, and governments across Northern Canada. Since joining the security industry, Patrick has held various senior management and executive roles in operations and business development. Patrick became CEO and was the creative force behind the company’s strategic approach to First Nation partnerships and industry engagement. Patrick has volunteered on numerous boards of charities and community non-profit organizations, such as Stanton Territorial Hospital Foundation, along with chambers and community small business investment funds. He has a passion for agnostic use case-driven solutions and has built a leadership team to take on large, complex integrated programs. His no-nonsense approach to cut to the heart of the issue and achieve results has made him well recognized and liked by his peers and clients.


Doug Maynard

Doug Maynard COO of Lions Gate Risk Management Group

Mr. Maynard has extensive experience in Policing at local, Provincial, National and International levels. With thirty two years of experience across all business lines in policing he was exposed to a multitude of situations and environments.

At the time of his recent retirement from the RCMP, he was the Superintendent In Charge of all Tactical Assets in the Province of British Columbia, including Emergency Response, Public Order, Dive Teams, Negotiators, and Bomb Disposal.

Mr. Maynard is also the President of the National Network group that Trains and Accredits all Critical Incident Commanders for all Police agencies in Canada, referred to as ACCIC or Association of Canadian Critical Incident Commanders.

Recent experience has taken him Internationally as an expert in Command and Control models utilized in other countries such as the United Kingdom, The United States, France, The Netherlands, Germany and Australia.

Mr. Maynard’s teaching experience involves the Canadian Police College, and the Justice Institute of British Columbia as an instructor of Critical Incident Command, Critical Incident Management, Incident Command Systems, Gold Silver Bronze, Initial Critical Incident response and many other Tactical courses.

He developed a series of exercises designed to develop and affirm the response mechanism to a terrorist attack across multiple locations for not only police, but government and other related agencies. This resulted in policy change and the adoption of Gold/Silver/Bronze as the method of Crisis Management.

Mr. Maynard was also one of the main architects of the RCMPs response to “Resource based, Culturally sensitive Protests” Given this experience he is well placed with Lions Gate Risk Management to assist with a partner response hand in hand with Law Enforcement and  contracted parties in relation to lawful and unlawful protest activities as it relates to major projects or resource based infrastructure.

Mr. Maynard joined Lions Gate on retirement from the RCMP and is the Chief Operating Officer of Lions Gate Risk Management Group.

Owen Court

Owen Court COO of Scarlet Security Group

Owen has 25 years of experience in public safety and security. He started his career with the BC Corrections Branch, later joined the RCMP, and ultimately held senior positions in death investigation and police oversight in the BC Ministry of Justice before leaving government in 2015. Prior to joining Scarlet, Owen led the Pacific Region for a large, multi-national security provider. Owen holds a Master of Arts in Leadership from Royal Roads University and completed an executive program for senior government leaders at Harvard University.

Rob Marshall Executive Vice President

Rob has 32 years in law enforcement and security industries. He started his career with the RCMP where most of his career was spent working in major crimes in British Columbia and with major events out of Ottawa. Rob was an accredited Team Commander for major crime investigations and was one of the first Integrated Homicide Investigations Team (IHIT) investigators assigned to the unit. He migrated to Major Events and the 2010 Olympics where he was the File Coordinator and managed multiple units in operations support. He worked closely with federal government departments in strategically delivering various major events in Canada. Before leaving the RCMP, Rob successfully completed his commissioned officer boards and served as a senior manager with the Drug Enforcement Branch.

Rob retired from the force joining BC Hydro Corporate Security. In his tenure at BC Hydro Rob held the positions of security operations manager, senior manager security and Chief Security Officer. He was tasked with taking the team from governance focused to a fully operational team, strategically planning and delivering the security program for BC Hydro. Rob was accountable for the creation of the Security Command Center, Security Intelligence Program, Law Enforcement Liaison, Threat Risk Assessment teams, expanding access control, Internal and Corporate Investigations and managed the large Integrated Security Operator (Guards and Technology) contracts and supplier management. Rob was the was the Industrial Security Officer for BC Hydro working with the government of Canada’s law and enforcement and intelligence agencies. He was the chair of Electricity Canada’s Security and Infrastructure Protection Committee since 2019. He was the DAO for BC Hydro in working with the Electricity Sector- Intelligence Sharing and Analytical Center (E-ISAC) out of Washington, D.C.
Rob holds a degree from Saint Mary’s in Sociology with a Criminology certificate. Through Cornell University he obtained a certificate in Project Leadership. He has completed the Operational Planning (OPP) and Joint Staff Operations (JSOP) courses through the Canadian Military College and taken numerous strategic and leadership courses through the Government of Canada. He is a current member of ASIS, CATAP and IAFCI. Rob has been a certified Project Manager through PMI since 2009. Rob is involved in his community as a past baseball coach and held numerous executive positions for the Cloverdale Rode and Exhibition which is Canada second largest rodeo. He provided his security expertise to deliver security plans assist the executive at the 2016 WBSC XV Women’s World Softball Championships in Surrey, B.C.

JD Killeen, CPP

JD Killeen, CPP® Executive Vice President, Business Development

JD Killeen is a veteran in the security industry with over 30 years of experience in all facets of physical security. Most recently, as Vice-President of Business Development, he led the Canadian Business Development team for an international security firm for over 12 years. He is known for his solutions-based approach to security and has expertise in security program design and development, strategic selling, cross-selling, budgeting and people leadership.

JD earned his CPP designation from ASIS International in 2005 and has been an active member of the ASIS Toronto Chapter ever since. He has served in a number of roles on the Executive committee including leading the CPP Study Groups for 12 years. His commitment to continuous learning, coaching and mentoring others in the security industry earned him the prestigious ASIS Professional Certification Board’s Award of Achievement for Service to the ASIS Certification Program. JD is also a graduate of the North American Regional Leadership Program which was held over 18 months with a focus on advanced business and leadership topics.

JD is a board member and the current Treasurer for the Canadian Security Lifesaver Association and serves as Board Chair for another non-profit organization. In his various roles, JD has coached and mentored many security professionals as they advance in their career and is an effective sales leader and team builder.


Mark Lalonde

Mark Lalonde Senior Vice President of Strategic Initiatives

Mark has extensive strategic and operational experience locally, nationally, and internationally in risk, security, emergency management and human safety. Most recently the Chief Safety and Risk Officer at Simon Fraser University, his professional experience includes Director of International Operations for a large consulting firm, Program Director at the Police Academy, Justice Institute of British Columbia responsible for public policy research and training standards development for non-police professionals involved in regulatory compliance. Mark has worked on risk, human security and state capacity development projects in Southeast Asia, the Caribbean, Arabian Gulf, the Middle East and East Africa. Mark continues to consult with the United Nations on human safety and police capacity development in low-income and post-conflict states.

With a graduate degree in Justice and Public Safety, Mark began his professional career with the Vancouver Police Department. He was awarded a Lifetime Achievement award by the Canadian Security Magazine in the fall edition of 2022.

Scot Filer Advisor

Scot completed a thirty-year career in the Royal Canadian Mounted Police prior to launching Lions Gate Risk Management Group in 2008. Scot is a founder member of Lions Gate Risk Management Group.

With the acquisition of Lions Gate Risk Management Group by the Scarlet Security Group and change of ownership, Scot has moved aside from the Lions Gate Risk Management Group Chief Executive Officer position and is now a Strategic Advisor and Senior Consultant to Lions Gate on the Advisory Board.

Scot spent twenty-six of his thirty years in the area of Major Crime Investigations in British Columbia, the last eleven in the highly specialized area of Behavioural Sciences. Scot concluded his policing career at the rank of Staff Sergeant in charge of operations and investigations for the Behavioural Sciences Group.

Scot is an experienced major crime investigator and has led several important investigations and multi-jurisdictional projects. He has received law enforcement certifications in the areas of geographic profiling, threat evaluation and management, tactical human tracking, surveillance, and executive protection. Scot has provided law enforcement services to agencies across Canada, as well in the United States, England, Sweden, Australia, New Zealand, Belize, and South Africa.

He possesses an extensive resume of experience in criminal cases, including complex, multi-jurisdictional cases involving agencies at the local, provincial, national, and international level. Multi-certified in best practice pre-emptive and investigative techniques, Scot is one of the foremost experts globally in the use of geographic profiling methodologies to analyze crime patterns and offender hunting behaviours. He is an insightful analyst and strategist whose advice has been sought by law enforcement agencies and private sector clients around the world.

Scot’s policing experience is diverse and includes, residential and commercial burglaries, arsons, auto thefts, criminal intelligence, gang related crimes, sex crimes, robberies, homicides, executive protection, interviewing and interrogation, statement analysis, crime linkage analysis, threat evaluation and management and tactical human tracking. He graduated from the Law and Security Administration Program at Niagara College in Welland, Ontario in 1977.


Mike Franklin

Mike brings over 40 years of security experience to risk management. As Vice President of Risk Management and Community Safety, he has led and continues to lead multiple security risk assessments, and designing out crime ‘new build’ projects. He also develops community safety and security assessment programs for beleaguered communities, and produces ‘security operations plans’; and ‘security management programs’ for all client sectors. He is well versed in federal, provincial, municipal and international assessment methods and their applications, and applies fixed and/or hybrid risk assessment methodologies to meet specific client needs, for public entities at all levels of government; and private entities, from blue chip clients to critical infrastructure clients, for energy sector clients, to commercial and business sector clients; and First Nations clients, education sector clients and the Courts. Alison Sherley

Alison Sherley, PhD Vice President Business and Investigative Intelligence

Alison brings a high level of academic and operational achievement to Lions Gate Risk Management Group. As the Vice President of Business and Investigative Intelligence, Alison specializes in strengthening critical decision-making abilities through intelligence, due diligence investigations, and risk management analysis. She has fifteen years of intelligence analysis experience, providing strategic and tactical direction to law enforcement and the private sector.

Key areas of expertise:

Prior to joining Lions Gate, Alison worked as an intelligence analyst for the Calgary Police Service in their Major Events and Emergency Management Unit.  She developed the Triage & Risk Assessment process used by the Service for major planned and emergent events in the city of Calgary. This process includes the identification and assessment of threats and vulnerabilities to public safety, officer safety, critical infrastructure, and property.  As part of the CPS operational planning team, Alison completed comprehensive assessments on major events including the Calgary Stampede, the Red Mile, Dashmesh Parade, Pride Parade, and countless protests, advising on threats and mitigation strategies to reduce risks and potential impact on the Calgary community.

Prior to this, Alison worked for 8 years as a criminal intelligence analyst for the Calgary Police Service Criminal Intelligence Unit. Her role was to identify and assess organized crime issues and prioritize enforcement targets.  She was integral in the establishment of the Calgary Police Service Anti-Corruption Unit, developing standard operating procedures and best practices while providing tactical and strategic analytical direction as part of the investigative team.

Alison has training in the Incident Command Systems (ICS) model (Level 200) and has worked with several Incident Command Teams in response to major events. Alison is well versed in research methodology and statistics, and has professional training and experience in Violence Risk Assessment and Management, Special Event Safety and Management, organized crime investigations, intelligence analysis, telecommunications analysis, and analytical platforms including I2 Analyst Notebook and Palantir. Mike McCafferty

Mike McCafferty is an Accredited Security Professional with over 20 years of experience in corporate security, forensic healthcare security, law enforcement, Provincial and Municipal government environments. Dutchy Charna

Dutchy Charna Director of Operations

Dutchy completed 35 years in Policing with the Delta Police Department retiring as the Inspector Community Services Emergency Planning in December 2015.  He brings a wealth of experience to his Operations Manager position with Lions Gate, which adds considerable value to our service delivery.  This includes his command and control experience for major labour disputes, community events and emergency management.

That integrated value is no more evident than when his oversight responsibilities as the Officer in Charge of Operational Support Services and Community Policing in Delta are reviewed.  In this role Dutchy accumulated experience managing 14 different units, including the integrated dog section, intelligence management, street crimes, community relations, special events planning, First Nations policing, community health intervention, the joint marine unit and victim services.

Just hitting the recognition headlines Dutchy has been recognized for his services to policing receiving a 30-year Exemplary Service Medal and Bar in October 2010, Queens Diamond Jubilee Medal in November 2012, and the Times of Canada Excellence in Community Service Award.

His Lions Gate Operations Manager role is underpinned by extensive training and experience within Emergency Management BC and the Incident Command System (ICS) plus Emergency Operations Centre (EOC) Programs.  Dutchy is a trained tactical response incident commander with training in hostage negotiation.

Gail Sidhu Financial Investigations Division Manager

Ms. Sidhu brings a wealth of experience to her role as the Manager of Lions Gate’s Financial Investigations Division. She retired from the RCMP with 28 years of experience in Major Case Management. Ms. Sidhu played a lead role on managing teams that investigated high-profile criminal organizations involved in multi-million-dollar frauds, money laundering, telemarketing, and terrorist financing.

Key areas of expertise:

Ms. Sidhu was part of a Major Case Management team who worked with other stakeholders such as the BC Securities Commission, Business Practices Consumer Protection Authority, BC Financial Institute Commission, U.S. Federal Bureau of Investigation, and the U.S. Federal Trades Commission.

Following her retirement from the RCMP Ms. Sidhu held the position of Chief Administration Officer in a local First Nation and Interim Chief Administration Officer for the Nations business development. Ms. Sidhu gained valuable insight into First Nation communities and culture. Ms. Sidhu is Indo-Canadian and therefore also has an in-depth understanding of the Sikh culture.

Gordon Aristotle Advisor

Prior to commencing with Lions Gate Risk Management Group, Gordon Aristotle was a law enforcement officer for 24 years including 17 years of management experience and 4 years as a commissioned officer with the Royal Canadian Mounted Police (RCMP). When he retired from the RCMP, Gordon was responsible for providing national operational oversight, guidance, planning and support to the National Financial Crime Program. He also represented Canada and the RCMP on numerous domestic and international committees and working groups including the International Monetary Fund – Financial Action Task Force, the Arin-Carib Asset Recovery Inter-Agency Network, the CARIN Inter-Agency Asset Recovery Network, the National Integrated Market Enforcement Team (IMET) Working Group and several Government of Canada federal committees to advance money laundering and proceeds of crime initiatives.

Key areas of expertise:

Gordon’s RCMP career has taken him to Saskatchewan, British Columbia, the Greater Toronto Area and the National Capital Region. His criminal and regulatory financial investigation expertise was developed by working as an investigator and/or a manager in the Commercial Crime Section, the Integrated Proceeds of Crime Section, IMET, the Joint Securities Intelligence Unit and at the RCMP National Headquarters as the Officer in Charge of Federal Policing Criminal Operations – Financial Crimes. Norman Inkster OC Strategic Advisor and Senior Consultant

Norman David Inkster OC joined the Royal Canadian Mounted Police in 1957, beginning his career in Regina but later moving throughout Canada. He served as 18th Commissioner of the Royal Canadian Mounted Police, from September 1, 1987, to June 24, 1994. During his service Norman Inkster was instrumental in bringing about diversification and a wide range of reforms in the RCMP that enabled it to better represent the people it serves. Commissioner Inkster faced the unionization debate, established an external review committee to address public complaints, improved media relations, expanded international police duties with peacekeeping and adopted community policing as a service delivery model.

He is perhaps best known for wanting to ‘change the face’ of the Force by campaigning to make the RCMP a career option for all Canadians no matter their race, gender, or ethnic background, helping to establish advisory committees for local communities, and allowing members of the Force to be exempted from wearing any item of the uniform on the basis of their religious beliefs. On June 2, 1991 Inkster was presented with a Corps Ensign by the Governor General. This was the first ensign granted to the Force. His leadership and abilities were recognized by his election as the first Canadian President of Interpol in 1992, but it is his vision that has made our country’s national police service one of the most egalitarian in the world.

Norman was educated at the University of New Brunswick and was awarded a Bachelor of Arts degree in Honours Sociology. He received the Sandra Budovitch Memorial prize for the highest standing in his class. During his studies he was continuously employed in the Human Resources department of the RCMP
From 1994 to 2003 he was a partner with KPMG in Toronto, the latter part of which he was global managing partner of the forensic practice. In 1995 he was made an Officer of the Order of Canada. In 2003 he retired from KPMG and started Inkster Group. He was the President of the Inkster Group, which provides various security and policing services to a list of international clients, including the Province of Ontario. In 2006 Inkster Group was acquired by Navigant Consulting where Inkster served as a managing director. In 2007, Inkster became an independent consultant.

Inkster was awarded the Queen’s Silver Jubilee Medal, the RCMP Long Service Medal, and was made a member of the Order of St. John and the Order of Canada. He retired on June 24, 1994. In 2011 he was awarded the Gusi Peace Prize.
